Vhembe Concludes Strategic Planning

The Vhembe District Municipality has successfully concluded its Strategic Planning Session, held on 5 February 2026 at Kalahari Waterfront, with leaders reaffirming a shared vision for service delivery, good governance and sustainable development.

The session was led by Executive Mayor, Cllr Freda Nkondo, who, in her closing address, emphasised that the workshop had strengthened a common strategic direction focused on building a capable, developmental and service-driven municipality.

She stressed the importance of unity and collaboration in achieving the district’s goals.

“No municipality can succeed in isolation. Our success depends on strong collaboration with local municipalities, traditional leaders, government departments and civil society. We must work as one district, with one plan and one budget, in service of our people,” said Cllr Nkondo.

Municipal Manager, Mr Norman Kutama, outlined key resolutions adopted during the session, highlighting progress in financial management and governance.

He noted that the municipality has improved record-keeping systems, enabling better financial tracking and accountability, particularly during audits.

Mr Kutama also emphasised the importance of skills development, especially for newly appointed technical staff, to strengthen service delivery.

“Training our personnel is critical. Working together, we can improve water and sanitation service delivery to our communities,” he said.

Representing the Vhembe Disability Forum, Chairperson Mr Thomas Makhanthisa welcomed the inclusive approach of the planning session and expressed appreciation for being part of the process.

“We were able to participate and express our views regarding service delivery and the needs of persons with disabilities,” he said.

In conclusion, the Executive Mayor reminded all stakeholders that strategic plans must lead to real action on the ground. She called on officials and partners to remain focused, disciplined and committed to serving communities with excellence, compassion and integrity.

The municipality said the outcomes of the session will guide future programmes and development priorities across the Vhembe District, with the aim of improving service delivery and quality of life for residents.
